The Locally Administered Projects Program (LAPP) is used by the MPO to prioritize and program local transportation projects in the region that utilize federal funding such as Congestion Mitigation and Air Quality (CMAQ) and Transportation Alternatives Program (TAP). These projects are funded using federal funding sources directly attributed to the region with a minimum 20% local match.
Member jurisdictions of the GCLMPO region with Locally Administered Projects (LAP) should be utilizing the “North Carolina Department of Transportation Local Project System.”
The Local Project System is a simple electronic system that provides a single point for project communication, storage and status when delivering a local administered project. Please follow the steps and tutorials in the above link to receive your username, password, and overview of the software utilization. Ensuring proper usage and regular updating of the system is essential to receiving funds for your local projects. The MPO submits quarterly reports to NCDOT, including all Locally Administered Projects within our region.
